**Job Description**


This position can be based out of Norfolk, VA or San Diego, CA.


Directs all aspects of purchasing and subcontracts for the Ship Repair business. This individual develops and executes strategies and plans to meet the sector and business unit supply chain management challenges. The Director of Procurement will develop and lead a world class supply chain team across three shipyards to drive efficiencies and cost reduction through teamwork to create a competitive strength. End to end process improvement ranging from supplier quotes/estimating, negotiation, to project execution in this fixed price business will be required.


Provides leadership for a supply chain business unit consisting of approximately 100 employees with an estimated $450M in annual supplier spend.


Responsibilities:


+ Develops the integrated supply chain strategy improving organization effectiveness.


+ Helps develop and grow strategic partnerships across multiple Shipyards and suppliers.


+ Maintains a safe work environment and ensures compliance with safety objectives and policies.


+ Defines required procurement/subcontracting competencies and deploys appropriate training programs to ensure employee development.


+ Directs and assures that all supply chain and purchasing activities, internally and externally, are handled in an ethical manner to enhance the company s reputation and improve relationships between employees, suppliers, and internal customers.


+ Defines, measures, and monitors metrics to drive supply chain performance.


+ Analyzes current systems, procedures, and practices, and captures opportunities for improvements.


+ Implements strategic sourcing, consolidating procurement across commodities, where possible, maximizing cost savings and maintaining high quality materials.


+ Reviews all collaborative business arrangements such as teaming agreements and joint ventures and approves long-term purchasing agreements.


+ Identifies suppliers and sources that are properly equipped and staffed to ensure a continuous supply of high-quality goods and services.


+ Interprets economic and market conditions and advises management of potential impacts on the cost and availability of goods and services being procured.


+ Prepares and monitors departmental expense budgets and direct material budgets for contract awards to ensure company profitability.


+ Develops programs and directs implementation of production control systems to ensure material, work instructions, and other data are available to support production schedules.


+ Executes a timely process to ensure accurate and competitive estimates or quotes during the bid phase.


+ Familiar with BAE Systems policies and operating environment and develops a strategic and collaborative role with the shipyard General Managers.


+ Ensures the maintenance and accuracy of Supply Chain data in systems.


+ Assures compliance with departmental policies, procedures, work instructions, budgets, and controls; prepares and supports audits of systems and processes from internal and external sources.


+ Performs duties normally associated with supervision including, but not limited to, hiring, training, evaluating, counseling, and disciplining of employees.


+ Role reports directly to SVP/GM of the Ship Repair business.


**Required Education, Experience, & Skills**


+ Bachelor's Degree and 12 years of work experience or equivalent experience


+ Relevant work experience in Supply Chain with a proven track recorded of transformation driving cost savings


+ Critical thinking: Ability to process complex issues and perform sound, objective, data-based analysis to draw logical conclusions; consistent application of logical reasoning to identify opportunities and manage risk in a business


+ Business analysis: Possession of sound business instincts and analytical capabilities that can be leveraged to generate logically sound conclusions regarding business decisions (e.g., business case and strategy development, market research, etc.)


+ Leadership: Ability to build, manage, and inspire multi-person teams, coach and develop talent, identify and pursue team goals, and serve as the face to the team to the rest of the organization


+ Communication: Ability to synthesize complex data and analyses into compelling written or presentation materials to facilitate decision-making; ability to engage in active listening and draw out key conclusions from colleagues or subordinates


**Preferred Education, Experience, & Skills**


+ Master s degree with a Procurement/Supply Chain major and/or CPM/CPSM certification


+ Technical expertise: Ability to understand complex technical issues and contribute innovative solutions, including the ability to engage with engineers and suppliers to influence essential elements of designs


+ Category expertise: Familiarity and end-user requirements and specifications for specific product categories; understanding of the relevant supplier landscape and relationships with key suppliers; knowledge of key cost drivers of sources materials/services; commodity strategy development and implementation


+ Project management: Ability to methodically plan complex processes and delegate tasks to appropriate individuals or groups; Ability to monitor progress vs. plans and make adjustments accordingly


+ Negotiations: Systematic preparation of supplier or other negotiations, including development of negotiating strategies/positions tailored to objectives; Ability to achieve desired outcomes in negotiations (financial and other)


+ Defense experience: Familiarity with the defense landscape through experience at BAE Systems or elsewhere in the industry


+ Supplier development: Ability to build and maintain supplier relationships; supplier performance management


+ Quantitative analysis: Ability to perform complex quantitative analyses quickly and accurately with minimal guidance (e.g., should-cost analysis, supplier economics, demand forecasting; cost structure evaluation and modeling)


+ Contract management/compliance: Experience tailoring contract T&Cs and/or managing compliance processes
